Employee and Labor Relations Consultant


Providing day-to-day assistance on adverse and performance-based actions, disciplinary actions and appeals to assigned agencies of the Department of Labor (DOL). This position is full-time, available immediately and salary is commensurate with experience. This position includes an excellent benefits package and is metro accessible.

Duties to include:

  • Determines the statutory or contractual obligation of Departmental management to communicate, consult, or negotiate with the DOL exclusive representatives concerning conditions of employment during the term of existing collective bargaining agreements
  • Maintains close day-to-day working relationships with National Office and field DOL officials at varying organizational levels and with union representatives for purposes of enhancing a uniform interpretation and application of collective bargaining agreements and employee and labor-management relations policies and practices throughout the Department
  • Provides broad and varied expert technical assistance and support to the Department's bargaining team in preparing for negotiating agreements with AFGE and NCFLL
  • Drafts decision papers concerning a variety of complex, controversial issues in the field of employee and labor relations exclusive labor organizations
  • Provides advice and assistance to managers and supervisors in OASAM and client organizations related to grievances, adverse and performance based actions, disciplinary actions and appeals
  • Assesses the validity of grievances, which are appealed to the Secretary's level arising out of the interpretation and application of collective bargaining agreements and the interpretation or application of Departmental regulations with respect to personnel policies, practices, and other matters affecting working conditions
  • Meets with union officials and acts as the representative of Department management in negotiating resolutions for settlement of grievances, unfair labor practice charges and unit determination of a complex nature
  • As necessary, serves as expert witness in subject-matter areas in MSPB, EEO, FLRA, administrative and negotiated grievance hearings or those held by other appropriate authorities

Skills Required:

  • Expert knowledge of, and mastery skill in, applying pertinent legal and regulatory guidance, and comprehensive labor relations principles, concepts, practices and approaches to provide authoritative advisory service, policy interpretations and employee and labor relations program guidance
  • Experience using labor relations legal principles, concepts and practices
  • Exceptional persuasive abilities

Federal HR Specialist


This position is responsible for designing, classifying, auditing and recruiting for positions within a Federal government agency. This position is full-time and long-term located in Dunn Loring, VA (metro accessible).

Duties may include one or more of the following:

  • Applies skills and experience in processing personnel transactions, detailed knowledge of Federal HR business processes and supervisory skills to administer HR processes in position classification, pay banding, position management and organizational design
  • Develops staffing plans
  • Develops position descriptions, classify positions and perform desk audits
  • Processes personnel transactions into Human Resources Information Systems (HRIS)
  • Recruits for and staff federal jobs
  • Provides HR advisory services to Federal employees specialists
  • Develops or interpret HR policy or guidance

Skills Desired:

  • Knowledge of position management principles, practices and concepts to serve as a consultant to a management team on the design of new organization structures, and development of staffing requirements
  • Knowledge and experience in Federal HR staffing and recruiting policy

Classification Specialist


The Classification Specialist is responsible for designing, classifying, auditing and evaluating positions and position structures within Federal agencies.

Duties to include:

  • Skills and experience in processing personnel transactions, detailed knowledge of Federal HR business processes and supervisory skills to administer HR processes in position classification, position management and organizational design
  • Provides HR process services and interact with clients at the supervisory level and/or provide HR advisory services to Federal HR policy and operations specialists
  • Develops position descriptions, classify positions and perform desk audits
  • Performs consistency reviews
  • Develops or interprets HR policy or guidance
  • Processes personnel transactions into Human Resources Information Systems (HRIS)
  • Prepares HR reports or analytics
  • Responds to technical questions received via phone or email

Qualifications desired:

  • College Degree
  • 4-9 years of experience with Federal position classification
