BITS II is a multi-year, multiple award contract designed to provide a broad range of information technology and telecommunications support services, as well as systems engineering support services. The contract provides rapid, easy access to these services for FAA and all other Federal Government agency customers. FYI is a first tier subcontractor to Optimus Corporation on this very flexible information technology services contract.

Because FAA has been granted exception to the standards contained in Federal Acquisition Regulations, BITS II is unique in all the Federal Government. Federal Government customers can use this vehicle to conduct competitive solicitations, wide ranging with many bidders or very focused limited competitions. Contract users may also choose direct sole-source awards directly to BITS II prime or subcontractors by simply stating their desires in writing to the FAA BITS II COTR, Ms. Carmen Molina. Task Orders can be put in place in a matter of days after approved funding and task description documents are forwarded to the FAA BITS II program office.

BITS II is a performance driven contract and supports the Federal Government goals for performance-based contracts. Broad task areas, within which contract users can write specific and focused task orders, are defined in the contract performance work statement (PWS) and include:
